Once I did a  restart the average stars remained at one, even if I got a five star call or anything above one, is anyone else experiencing this?

This is high on our list - We're hoping to have the game more or less totally stable (no game killing bugs) at this point with the 1.11 update. Now to get the skills and rating system issues adjusted so you'll encounter the skills more consistently on a shift and getting the rating more consistent and intuitive.
