Skills not available in replay

This may be my own confusion and not a bug...

Every time beat the game and I start a new run, I have to relearn all the skills. They are all listed in the (stars)> skills button, but I don't actually have them in the game.

So if I get the Morse option, then go to a new day, when I get to new ...---... call, the Morse option doesn't come up. I need fo be retaught. Is this a bug?
