I tried the contact Manager option for the second time in a row, and it said
Contacting your Manager,
then the whole
DISPATCH MANAGER CONNECT
MANAGER: 13
bit, but then it never gave me an option to select. May be frozen. I tried closing out the game a couple of times, and it's still like that. Looks like I have to do a clean start.

I just ran into this as well.

I'll take a look, definitely sounds like a big, should be able to have it cleared up quick! Thanks for the heads up!

Hit this as well, took a videograb of it (dunno how much that'd help)

I also ran into this problem :( holding out for a patch because a clean restart would be pretty sad.
-
I just got this problem too, I hope i won’t have to restart clean

You should never have to start clean if you played through once and got all your skills.

Yeah HerStory, I’ve done the works...quit from the app, force quit, restart my phone, everything. Still doesn’t progress past “contact manager.” There aren’t even any more buttons to hit that I haven’t tried yet. If we had a way to save our progress by email or something that would be ideal, so I could just uninstall then re-download.

Dang .. a clean start would work

This occurs while trying to contact the manager during the Kernel mission. It was my 3rd or 4th time contacting the manager. The screen loads with the typical "Dispatch manager connect"
"Manager: 13"
"Bit: 0"
And at the bottom there is a little tiny arrow pointing down with a circle around it. The same as the scroll icon. You can rewind (1)x to get back to accepting the mission--after that it becomes a game breaking bug that forces you to delete your progress and restart or be stuck.
